Der Passexpedient – a book preview

Another interesting book called “Der Passexpedient” will be published in June 2012. In my opinion it will become the standard reference for German passport history and at the same time an important source for all passport collectors. The author is Andreas Reisen, also known as “Mr ID-Card” in Germany.

The author  is currently the Head of the “Passports and ID Documents, Identification Systems” Division within the German Federal Ministry of the Interior, a position he has held since September 2005. Mr. Reisen’s responsibilities include the Federal biometrics strategy, the Government’s e-card strategy and current projects such as the introduction of electronic ID cards. He successfully introduced the new German identity card in November 2010. He also lead the Introduction of the first and second generation ePassports in Germany in November 2005 and November 2007 respectively.

One of the most popular travel documents in history is the “Safe Conduct” by Emperor Charles V for Martin Luther’s journey to the Imperial Diet of Worms in 1521. During the Middle Ages and early modern period, such documents were issued only in exceptional cases. After the French Revolution, government passport systems emerged throughout Europe. Then used identification documents such as for rag pickers, the dead or enforcement passes are now forgotten as are the health passes during the cholera epidemic of 1831 in Hamburg and Berlin.

The book shows the influence of war, rail, and epidemics or individuals such as Schinderhannes on the passport systems of the German states in the 19th and 20th centuries. The Nazi years are  covered as well as the special status of Berlin after World War II. The new German Identity Card was introduced on 01 November 2010. In the age of the internet this ID card has a role never envisaged 10 years ago and will play its part in fighting identity theft, also in the electronic media. This topic is  addressed as well.

The book presents a comprehensive discussion of the nature of the passport during  the last 220 years, with more than 180 illustrations on 240 pages. It is an indispensable collection for historians and legal scholars (…and passport collectors, of course). ISBN 978-3-8329-7471-8. The sales price will be €59. The book is only available in German.

Eines der bekanntesten Reisedokumente der Geschichte ist der Geleitbrief Kaiser Karls V. für Martin Luthers Reise 1521 zum Reichstag nach Worms. Während im Mittelalter und zu Beginn der Neuzeit solche Dokumente nur in Einzelfällen ausgestellt wurden, entstanden nach der Französischen Revolution überall in Europa staatliche Passsysteme. Damalige Ausweispapiere wie Lumpensammler-, Leichen- oder Zwangspässe sind heute ebenso in Vergessenheit geraten wie die Gesundheitspässe nach der Cholera Epidemie 1831 in Hamburg und Berlin. Das Buch zeigt, welchen Einfluss Kriege, Eisenbahn, Seuchen und Einzelpersonen wie der Schinderhannes auf die Passsysteme der deutschen Staaten im 19. und 20. Jahrhundert hatten. Der Nationalsozialismus wird ebenso behandelt wie der Sonderstatus Berlins nach dem 2. Weltkrieg. Am 1. November 2010 wurde der neue Personalausweis eingeführt. Dieser spielt im Zeitalter des Internets eine noch vor 10 Jahren nie erwartete Rolle und soll Identitätsbetrug auch in den elektronischen Medien verhindern.

Das Buch stellt eine vollständige Abhandlung des Passwesens der letzten 220 Jahre dar, mit mehr als 180 Abbildungen.  Es ist eine unverzichtbare Zusammenstellung für Historiker, Rechtswissenschaftler (…und natürlich für Passsammler).
