Second Term: Political Control Over Expertise
In his second term (2025 to 2026), the trend accelerated. Of 61 ambassadorial nominations, 58 were political (95.1 percent) and only 3 were career diplomats (4.9 percent). Examples included Charles Kushner (France), Mike Huckabee (Israel), and Tilman Fertitta (Italy). These appointments sparked debate over the balance between loyalty and expertise.

Supporters argued that presidents have the right to choose envoys aligned with their policies. Political appointees, they said, can act quickly and push priorities without being bound by institutional habits. They also viewed this as a way to disrupt a system they saw as outdated.
Critics saw it differently. Many warned that sidelining career diplomats weakened U.S. credibility and damaged relationships built over decades. The State Department experienced retirements, reduced morale, and growing concern over politicization. Foreign counterparts sometimes encountered ambassadors with limited knowledge of the host country or diplomacy.
Diplomacy or Pressure?
Trump’s approach extended beyond personnel. His trade tactics also broke from diplomatic norms. For example, he imposed tariffs on close allies. Critics viewed this as a shift from negotiation to pressure, bypassing established diplomatic processes and straining alliances.

Global Standards and Contrasts
International comparisons highlight how unusual this shift was. Countries like the United Kingdom, Germany, France, Japan, and China rely heavily on career diplomats. Even in Canada and Australia, where some political appointments exist, most ambassadors have relevant public service backgrounds.
Under Trump, political appointees were often sent to high-profile locations such as Western Europe and the Caribbean, where they made up over 70 percent of appointments. More complex or sensitive regions typically remained in the hands of professionals.
Questions for the Future
This change raises questions. Should diplomacy prioritize experience, or alignment with the president’s goals? Can political appointees represent national interests effectively without formal training? What are the long-term risks of sidelining professionals?

Diplomacy based on experience builds trust, continuity, and stability. Diplomacy driven by political loyalty or pressure tactics may reflect a different strategy but risks weakening international cooperation.
The direction a country takes speaks to what it values most: process or control. These old passports remind us what diplomacy once meant – principle, not pressure.
