What are we looking at is a pink Austrian Diplomatic Identity Card issued to the embassy counselor Albert Vasilyevich Semennikov – a member (he was the spokesperson according to a 1977 Dutch newspaper article) of the delegation for Defense Negotiations (NATO Double-Track Decision?) at the Embassy of the Union of Soviet Socialist Republics in Vienna. Issued in Vienna, March 4, 1977.

The leadership of the Ministry and the Third European Department of the Russian Ministry of Foreign Affairs inform with deep regret that on October 17, 2013, retired Envoy Extraordinary and Plenipotentiary of the 2nd class Albert Vasilyevich Semennikov (08/13/1928 – 10/17/2013) passed away.
Career
After graduating from MGIMO in 1951, A.V. Semennikov was initially assigned to work at the Soviet Control Commission in Germany. Subsequently, he was stationed at the USSR Embassy in the GDR. Throughout the ensuing years, the entirety of his professional endeavors remained predominantly linked to the German facet of Soviet foreign policy: Diplomatic ID Disarmament NATO
– 1958 – 1962 – third, second secretary of the embassy of the USSR Embassy in Germany;
– 1962 – 1964 – First Secretary of the 3rd European Department of the USSR Ministry of Foreign Affairs;
– 1968 – 1973 – First Secretary of the USSR Embassy in the GDR;
– 1981 – 1988 – Consul General of the USSR in Karl-Marx-Stadt (GDR), nowadays Chemnitz
In all assigned areas, A.V. Semennikov proved himself to be a highly professional specialist and leader, a sensitive and responsive comrade.
He received the medals “For Labor Valor,” “For Valiant Labor,” “For Strengthening the Military Community,” and an honorary diploma from the Presidium of the Supreme Soviet of the RSFSR. The bright memory of A.V. Semennikov will forever remain in our hearts. Diplomatic ID Disarmament NATO
This ID card turns to be out to be a great example of early USSR/GDR diplomatic relations. It seems Semennikov spent most of his diplomatic career in East Germany. 24 years in total.
